Child among 4 dead in shooting at California office building

A child was among four people killed Wednesday in a shooting at a Southern California office building that left a fifth victim and the gunman critically wounded, police said.

The violence in the city of Orange, southeast of Los Angeles, was the nation’s third mass shooting in just over two weeks.

When police arrived at the two-story structure around 5:30 p.m. local time, shots were being fired, Orange Police Lt. Jennifer Amat said. Officers opened fire and the suspect was taken to a hospital, Amat said.

It’s unclear if the suspect suffered a self-inflicted wound or was shot by police. Police provided no details on the victims other than to say one was a child and a woman was critically wounded.

In a tweet, Gov. Gavin Newsom called the killings “horrifying and heartbreaking.”

“Our hearts are with the families impacted by this terrible tragedy tonight,” he wrote.

U.S. Rep. Katie Porter, a California Democrat whose district includes the city of Orange, said on Twitter that she was “deeply saddened.”

Amat had no information about what may have prompted the attack. She said the shooting occurred on both levels of the building. Signs outside indicated a handful of businesses were located there, including an insurance office, a financial consulting firm, a legal services business and a phone repair store.

‘I’m just praying really hard’

People gathered outside the building after the shooting hoping to get word about loved ones.

Paul Tovar told KTLA-TV  that his brother owns a business there, Unified Homes, a mobile home broker. “He’s not answering his phone, neither’s my niece,” Tovar said. “I’m pretty scared and worried … right now I’m just praying really hard.”

Charlie Espinoza also was outside the building and told The Orange County Register that he couldn’t reach his fiancé, who works for a medical billing company.

Cody Lev, who lives across the street from the office building, told the newspaper he heard three loud pops that were spaced out, then three more. There was silence, then he heard numerous shots, followed by sirens and then more shots.

A Facebook live stream posted by a resident who lives near the office appeared to show officers carrying a motionless person from the building and officers providing aid to another person.

The killings follow a mass shooting at a supermarket in Boulder, Colo., last week that left 10 dead. A week before that six Asian women were among eight people killed in three Atlanta-area spas.

The city of Orange is about 48 kilometres from Los Angeles and home to about 140,000 people. Amat said the shooting was the worst in the city since December 1997, when a gunman armed with an assault rifle attacked a California Department of Transportation maintenance yard.

Arturo Reyes Torres, 41, an equipment operator who had been fired six weeks earlier, killed four people and wounded others, including a police officer, before police killed him.

Prince Harry and Meghan expecting 2nd child

Prince Harry and his wife, Meghan, the Duke and Duchess of Sussex, are expecting their second child, a spokesperson for the couple said on Sunday.

Harry, 36, and Meghan, 39, stepped back from royal duties in January 2020 and moved with their first child, Archie, to Southern California to live a more independent life and escape the British media.

“We can confirm that Archie is going to be a big brother. The Duke and Duchess of Sussex are overjoyed to be expecting their second child,” the spokesperson said.

Archie was born on May 6, 2019.

The Valentine’s Day announcement was accompanied by a black and white photograph of a visibly pregnant Meghan lying on the grass with one hand on her stomach and her head resting on her husband’s leg. The photo was taken by longtime friend and photographer Misan Harriman.

Queen Elizabeth and her husband, Prince Philip, Harry’s father Prince Charles and the whole family were “delighted” and wished the couple well, a Buckingham Palace spokesperson said.

Since ending their royal duties, Harry and Meghan have continued charity work and signed TV and other media deals, launching their debut podcast in December.

Last year, Meghan revealed that she had a miscarriage in July, in an extraordinarily personal disclosure coming from a high-profile British royal.

The couple married in a glittering ceremony in 2018 that captured the world’s attention. But they later gave up their official royal roles following disagreements with other family members and in the face of huge media attention.

Their relationship with the British press swiftly soured, and the couple has launched legal cases against several newspapers.

Last week, Meghan won a privacy claim against a newspaper for printing extracts of a letter she wrote to her father.

Rochester, N.Y., mayor orders police officers’ suspensions amid investigation into pepper-spraying of child

The mayor of Rochester, N.Y., ordered the city’s police chief to immediately suspend officers who were involved in Friday’s pepper-spraying of a child, the city announced on Monday.

Body-camera video footage showed officers handcuffing and pepper-spraying a nine-year-old girl.

The city didn’t say how many officers were ordered to be suspended, but said in a series of tweets the suspensions will continue at least until the police investigation is concluded.

“What happened Friday was simply horrible, and has rightly outraged all of our community,” Rochester Mayor Lovely Warren was quoted as saying in one of the tweets. “Unfortunately, state law and union contract prevents me from taking more immediate and serious action.”

Officers were responding to a 911 call about family trouble, police said. Video taken during the incident showed police wrestling the girl to the ground in the snow.

Body camera footage released by the police shows them interacting with a nine-year-old in distress after responding to a call for ‘family trouble.’ 4:19

“You’re acting like a child,” an officer in the video tells her.

“I am a child,” she says, as she screams and cries for her father.

The girl’s identity was not released and the video was blurred to provide anonymity. A representative for the child’s family could not be immediately identified.

New York Attorney General Letitia James said Monday her office was “looking into” what happened. She called the incident “deeply disturbing and wholly unacceptable.”

The investigation comes months after Rochester was rocked by protests in the wake of the death of Daniel Prude, a Black man who died last year after officers from the department put a hood over his head and pressed his face into the pavement.

An inquiry concluded that seven officers involved in the death of Prude, 41, acted within department policy and ethical standards.

In Friday’s incident, police were responding to a 911 call reporting “family trouble,” Rochester Deputy Police Chief Andre Anderson told reporters. He said the girl “indicated she wanted to kill herself and she wanted to kill her mom.”

After the girl tried to run away, officers handcuffed her and attempted to take her to a hospital in the patrol car, Anderson said.

Screaming “I want my dad!” she resisted their efforts to get her into the patrol car, the video showed.

‘This is your last chance’

“This is your last chance. Otherwise pepper spray is going into your eyeballs,” an officer tells her. “I will call your dad.”

Eventually, another officer says, “Just spray her at this point.”

The girl screams. She pleads, “Wipe my eyes, please!”

“Unbelievable,” the officer says.

After Prude’s death, Warren fired the police chief, La’Ron Singletary, and named Cynthia Herriott-Sullivan as the first woman to run the department.

Video footage, released by Prude’s family, showed officers using a mesh hood and pinning him to the pavement, in a scene reminiscent of George Floyd’s May 25 death in Minneapolis police custody that sparked worldwide anti-racism protests.

‘No conceivable justification’

Gov. Andrew Cuomo condemned the officers’ actions in a statement issued Monday.

“As a human, this incident is disturbing and as a father, it’s heartbreaking — this isn’t how the police should treat anyone, let alone a 9-year-old girl,” the statement said.

“Rochester needs to reckon with a real police accountability problem, and this alarming incident demands a full investigation that sends a message this behavior won’t be tolerated,” he added.

The New York Civil Liberties Union said Rochester police should no longer be involved in mental health crises.

“There is no conceivable justification for the Rochester police to subject a nine-year-old to pepper spray, period,” NYCLU Executive Director Donna Lieberman said Monday.

Also Monday, two Democratic state lawmakers from Rochester, Sen. Samra Brouk and Assemblyman Demond Meeks, announced legislation to prohibit use of chemical agents against minors by police officers.

“To see such horrific footage of the mistreatment of a little girl, no less, was simply unreal. We have to remember who we’re talking about here,” Brouk said during a video news conference. “This is a child. She’s in elementary school.”

Child and parent fitness levels may be linked, StatsCan finds

A new study links the fitness level of Canadian children to that of their parents.

The analysis by Statistics Canada suggests a child’s aerobic fitness, muscular strength and flexibility all correlate to that of their parent. But there were differences when it came to the sex of each parent and child involved.

Boys whose parent had “excellent” cardiorespiratory fitness had better cardiorespiratory fitness than boys whose parent had a “poor” cardiorespiratory fitness level.

Girls whose parent had “excellent” flexibility had higher flexibility than girls whose parent had “poor” flexibility.

But the correlation in cardiorespiratory fitness was only seen significantly in mother-and-son pairs; while a significant flexibility correlation was only seen in mother-son and father-son pairings. Grip strength was associated in all duos except father-son pairings.

The study was based on data from the ongoing Canadian Health Measures Survey, and draws from a sample representative of children aged 6 to 11 years and their biological parents.

Previous research also found associations between parents and children in obesity, physical activity and sedentary behaviour.

StatCan notes the results should be interpreted with some caution since the aerobic test used by the study is only meant for adults. Researchers allow that it’s possible the sample represents “a slightly healthier” subset of children.

Researchers also note that analysis was limited to data where a birth parent also responded to the survey. These adults were more likely to be younger, have a bachelor’s degree or higher education, come from a smaller household size, and have a household income of more than $ 100,000 than respondents to the ongoing survey who were not the birth parent.
